Major Projects Specialist

Paul has conducted numerous projects for energy clients in Western Canada. As an example, Paul led the environmental assessment and management program for the regulatory phase of the Canadian portion of the Alliance Pipeline Project. He went on to lead the Regulatory, Environmental, Land, and Stakeholder Relations programs for Alliance enterprise-wide during the construction and operation of the system.

Prior to that experience, Paul provided strategic direction and led the environmental assessment for the TransMaritime Project which was a major pipeline proposed by TransCanada (now TC Energy) to deliver Sable Island gas across Nova Scotia and New Brunswick and interconnect with the Trans Québec & Maritimes Pipeline (TQM).

More recently and most prominently, Paul was the Director of Environment and Land for the Enbridge Northern Gateway Pipelines Project. Likely the most controversial project in recent Canadian history, the Northern Gateway Project involved twin 2000 km pipelines from Bruderheim, Alberta, to Kitimat, British Columbia. The eastbound pipeline was intended to import natural gas condensate while the westbound pipeline would export diluted bitumen from the Athabasca oil sands to the marine terminal in Kitimat for transportation to the Asian markets by oil tankers. The project proposed terminal facilities with integrated marine infrastructure at tidewater to accommodate loading and unloading of oil and condensate tankers and marine transportation of oil and condensate. Paul was responsible for the environmental assessment of the entire project under the Joint Panel Review process under the auspices of the Canadian Environmental Assessment Act and the National Energy Board. Paul was actively involved in the land and consultation aspects of the project, involved in well over 50 open houses and providing technical information in Aboriginal Communities across the length of the pipeline. In 2012-13, Paul was also responsible for providing expert witness testimony and being Enbridge’s policy witness on six expert witness panels before the Joint Review Panel and National Energy Board. Based in part on the environmental assessment, nearly 200,000 pages of filed evidence and the 180-day public hearing process, the Northern Gateway Pipeline received preliminary environmental and government approval based on 209 certificate conditions.

In 2018, working with the Canadian Development Investment Corporation, Paul was involved in the due diligence process which led to the acquisition of the TransMountain Expansion Project and Kinder Morgan system in Canada.

For the past two years, Paul has been working as a partner on several major projects. These projects include a wide diversity of infrastructure including high-speed rail, interprovincial oil and natural gas export pipelines, intra-provincial rich natural gas and NGL pipelines, and gas-powered electrical generation projects. Each of these projects is currently under various stages of project development or regulatory approval.
