Paul is a strategic advisor and project development expert with 30 years’ experience specializing in environmental management, land acquisition, regulatory and stakeholder relations. Paul received a Bachelor of Science Honours Biology degree from the University of Waterloo in 1987 and a Master of Science in Aquatic Ecosystems in 1992. Paul also holds a Business Leadership Development Certificate from the Haskayne School of Business at the University of Calgary.
In addition to his role with Bluewater, Paul is the Vice President of Sustainability for the Bluewater Renewable Energy Storage Project.
Paul provides leadership and strategic guidance in regulatory approvals and the development of environmental assessment and management programs for major projects. He has extensive experience in complex energy projects and in helping project proponents advance toward social license. Paul has a unique skill set with extensive experience in environmental and land management as well as regulatory affairs, stakeholder & public consultation and Indigenous engagement.
In 1997 Paul led the environmental assessment and management program for the Alliance Pipeline Project, going on to lead Regulatory, Environment, Land and Stakeholder Relations during construction and operations in both Canada and the United States. In 2007, Paul also acquired a land acquisition company that he later sold to the RPS group in 2013. Following the sale Paul assumed the role of President for RPS Energy Canada, a position which he held until 2018.
From 2018 to 2021 Paul has worked on a wide variety of major projects including infrastructure, high-speed rail, pipelines, and power generation projects, with many currently in various stages of project development, regulatory approval or operations.
30 years of professional experience in environmental assessment, environmental management and environmental approvals and permitting in the oil and gas and pipeline industry in western Canada.
